10 So the disciples questioned Him, “Why then do the scribes say that Elijah must come first?”
11 “Elijah is coming and will restore everything,” He replied.
12 “But I tell you: Elijah has already come, and they didn’t recognize him. On the contrary, they did whatever they pleased to him. In the same way the Son of Man is going to suffer at their hands.”
13 Then the disciples understood that He spoke to them about John the Baptist.
In the above verses we can not read END-TIME ELIJAH as you have said. In fact, as JESUS replied in verse 12, He said ELIJAH HAS ALREADY COME.
In Matthew 17:13, The Disciples understood that JESUS spoke about JOHN THE BAPTIST. How can you say that it is the END-TIME ELIJAH?

John the Baptist already came and fulfilled the role of the First Century Elijah during the First Coming of Christ.
THERE IS A FUTURE 21st CENTURY END-TIME ELIJAH
There is the Future 2nd Coming of Christ as KING of Kings and LORD of Lords; to happened in the 21st Century End-Time. By this time, the Spirit and Power of ELIJAH is to rest on the Person (not John the Baptist) that God The FATHER will use as the Forerunner of the 2nd Coming of Christ. And, by this time it is to be fulfilled by a Filipino Ravenous Bird-Man, whom God will use; and is now using to RESTORE and PREACH the True Gospel, which is God's MESSIANIC KABBALAH WISDOM (Isaiah 46:11, Matthew 24:14, Revelation 14:6).

In other words, you must have the Desire to KNOW God's Secrets & Mysteries, then, ask God for His MESSIANIC KABBALAH WISDOM from Heaven (James 1:5).
