HAARP, Rich Martin, is nothing and will not work IF GOD WILL NOT ALLOW IT TO WORK. Some people believed that it is the cause of Climate Change. This is WRONG!
God is the CONTROLLER of Climate Change; as He is the CREATOR of Heaven and Earth. We must be very careful not to make the mistake of removing God from the picture in our everyday life and World Events. Nothing in this world happens (Good and Evil) without the express permission of God.
Let's clarify and put things in Proper Perspective.
WHAT IS HAARP AND OTHER SECRET WEATHER WEAPONS OF MAN?
H.A.A.R.P. stands for High Frequency Active Auroral Research Program. HAARP is a man-made device that only simulates the Sun in changing the atmospheric and weather conditions of the Earth. But, HAARP is still nothing compared to the awesome power of the SUN! And the Truth is, HAARP cannot achieved its intended purpose of changing the Earth's Climate without the power of God's SUN; or, in other words, without the permission of God!

HAARP was a target of conspiracy theorists, who claimed that it was capable of modifying weather, disabling satellites and exerting mind control over people, and that it was being used as a weapon against terrorists. Such theorists blamed the program for causing earthquakes, droughts, storms and floods, diseases such as Gulf War Syndrome and Chronic Fatigue Syndrome, the 1996 crash of TWA Flight 800, and the 2003 destruction of the space shuttle Columbia. Commentators and scientists say that proponents of these theories are "uninformed", because most theories put forward fall well outside the abilities of the facility and often outside the scope of natural science.[4][5]
Whatever organization, country, or personnel involved in HAARP are all creations of the one and only Great Creator God of the Universe! The harm and destruction they can do are only according to God's permission and allocation.

CLIMATE CHANGE DISASTERS CAN NEVER BE SOLVED WITHOUT THE CREATOR GOD IN THE KNOWLEDGE OF MANKIND
Because of Man's ingratitude and selfishness, God gave Mankind an IMMORAL Mindset leading to all kinds of Sins. Thus, God permitted certain Men, Scientists, Research Organizations, and Angels (esp. Satan or the Angel of Death) to engaged in the development and spread of
desolation by Wars, Destruction, and Climate Change. But, ALL these are under God's
command and control. God did this because Mankind does not like to include Him in their Knowledge to solve these many crises (Romans 1:28-32). - And because THEY DID NOT THINK IT WORTHWHILE TO HAVE GOD IN THEIR KNOWLEDGE, God delivered them over to a WORTHLESS MIND TO DO WHAT IS MORALLY WRONG. GOD IS THE CREATOR AND CONTROLLER OF CLIMATE CHANGE, NOT MAN!
HOW GOD STIRS UP CLIMATE CHANGE
- Ice is formed by the breath of God, and watery expanses are frozen. (Job 37:10)
- He saturates clouds with moisture; He scatters His lightning through them. (Job 37:11)
- They swirl about, turning round and round at His direction, accomplishing everything He commands them over the surface of the inhabited world. (Job 37:12)
- He causes this to happen for PUNISHMENT, for His Land, or for His MERCY. (Job 37:13)
